Dorcas R. Hardy is the Principal of DRHardy &
Associates, a government relations and public policy firm
serving a diverse portfolio of clients in the health services,
disability insurance, financial and association industries.
The company advocates and provides effective solutions to
disability and rehabilitation issues, strategies for the
senior market, entitlement reform and retirement policies.
Ms. Hardy is a former U.S. Commissioner of
Social Security where, as Chief Executive Officer of the
nation's social insurance programs, she was responsible for
providing monthly income to more than 40 million beneficiaries
at an annual cost of nearly $400 billion, with 67,000
employees. Previously she was Assistant Secretary for Human
Development Services where she oversaw the U.S. Administration
on Aging. Ms. Hardy has launched and hosted her own primetime,
weekly television program, "Financing Your Future," on
Financial News Network about financial decisions and economic
policies practiced today which will impact Americans'
financial futures. She also hosted "The Senior American" an
NET political magazine program for older Americans.
She speaks and writes widely about domestic and
global aging policies, from Social Security to long term care
issues. She co-authored, with her father C. Colburn Hardy,
Social Insecurity: The Crisis in America's Social Security
System and How to Plan Now For Your Own Financial Survival,
Random House/Villard. In 2005 she chaired the decennial White
House Conference on Aging: The Booming Dynamics of Aging. She
has been a contributor and reviewer for the American Stroke
Association Stroke Connection magazine, and chaired the
Department of Veterans’ Affairs Task Force on Vocational
Rehabilitation and Employment which led to improved services
for disabled veterans.
Ms. Hardy
received her B.A. from Connecticut College, her M.B.A. from
Pepperdine University and completed the Executive Program in
Health Policy and Financial Management at Harvard University.
She is a Certified Senior Advisor (CSA) and serves on the
Board of the new Home Care Standards Board and chairs the
National Advisory Board of Early Board Alert, Inc., a
healthcare communications technology firm. Additionally, she
serves on the Board of Trustees of The Wright Investors
Service Managed Funds, and formerly served on the Boards of
First Coast Service Options, Inc., Florida Blue Cross Blue
Shield Medicare contractor, and the Options Clearing
Corporation, Chicago. Ms. Hardy is appointed by the Speaker
of the House to the Social Security Advisory Board and by the
Governor of Virginia to the Board of Visitors of the
University of Mary Washington.
She and her
husband, Samuel V. Spagnolo, M.D., reside in the
Fredericksburg, VA area.
