I write to support Brad Rosenberger’s re-election as Supervisor for the Jefferson District on November 7th.

I had the honor of working with Mr. Rosenberger for a long number of years when I served as County Attorney. With Brad Rosenberger, a fifth generation farm owner and operator, what you see is what you get — no hidden agendas, no back room deals, no violating the trust placed in him by his constituents. Brad has been an integral part of developing and implementing a vision and plan for his district and the County to manage growth, to adequately fund our school system and services, all the while keeping our tax burden at a minimum. I watched first hand for many years as Brad would pour over the County’s annual budget seeking to eliminate unneeded expense and to structure the finances of the County to minimize taxes for his constituents and the County.

The operations of the County are complex – it takes literally years for anyone to become familiar with all the ins and outs. Brad is a true asset to his constituents and all of us in the County for his fiscal conservatism, his mastery of the budget and low taxes and his measured, long term vision for Jefferson District.

I would respectfully encourage the favorable consideration of Brad Rosenberger’s candidacy on November 7, 2017.

I have known Brad Rosenberger for nearly 30 years. Though it may seem a little old-fashioned to talk about citizen service today, when agenda driven campaigns seem more the norm, Brad is exemplary of Virginia’s long tradition of civic service governed by what is viewed as being best for the whole, as honed by healthy and public debate.

At the center of that heritage is integrity. Whether you agree with him on any given issue, Brad’s reasoning is always thorough and he will never duck and weave in conversation. When you talk to him, he listens – and when he talks to you, he will share his honest thoughts, very respectfully, but honestly and without pulling any punches.

Brad’s priority has been to maintain the quality of life in the district and will remain so, I am sure. His perspective is a long one and his roots run deep. The hallmarks of his work are the quiet and time-consuming work needed to understand the dynamics of the environment in which the County Government operates and in building quality relationships with fellow Board members, as well as a wide range of others, including those whose ideas may differ from his own.

I believe these traits are exemplary in any elected official and that citizens having representatives with them are better served than those who don’t. Brad’s service really speaks for itself.
Thank you.

Dear Northern Culpeper County Friends,

On Nov. 7, beside voting for state wide offices and a state delegate, voters in Northern Culpeper County will be electing our County Supervisor.  If your voting place is at either Jeffersonton Baptist Church or Hazel River Assembly of God Church, you are in the Jefferson District.  Brad Rosenberger is currently serving as our elected supervisor in the Jefferson District.  I know both candidates for supervisor and I be voting for Brad Rosenberger who is running as an Independent Candidate.

Brad has served as supervisor for the Jefferson District the last 32 years.  For over 25 of those years, we have lived in Brad’s District.  In fact, part of his farm borders our back woods.  During those years, Brad has always been available to listen to my concerns and has represented us very well.  He’s a 5th generation farmer, so he knows what it is to work to make a living and meet family needs.  He is always working to keep taxes affordable (no tax rate increase the last 4 years), works to protect our area’s rural character, wants to run a lean government, supports education/school needs, wants to attract clean industry and hi-tech jobs to Culpeper County, pushes for adequate, faster internet service for all.

For more details about Brad Rosenberger and his experience, highlights & accomplishments on the Board of Supervisors, go to www.ReElectBrad.com.  Brad is always available to answer any questions as our representative and as a candidate.  Email him at Brad@ReElectBrad.com or call him on his cell at 540-222-5813 or at home at 540-937-4928.

On Thurs. evening at 6:30pm, the Culpeper County Chamber of Commerce will be hosting a Candidates Forum for Culpeper County Board of Supervisor and School Board Candidates.  It will be held at the Culpeper Campus of Daniel Technology Center/Germanna Community College.  Brad will be one of the candidates who will be taking part in the candidate’s forum.  Anyone can attend this forum to learn more about the candidates running for Board of Supervisors and School Board.  If you’d like to ride to the forum with me, please contact me.

I hope you will join me on Nov. 7, and vote for Brad Rosenberger.

Thank you,

Election Day is just around the corner. It’s an opportunity to make an investment in our community. An investment to protect our way of life, to help shape the future, and make our community a better place for the next generation. In the Jefferson District, that would be a vote for Brad Rosenberger.

I have served eight years on the Culpeper Planning Commission and eight years on the Culpeper County Board of Supervisors. I came to know Brad Rosenberger well. Through those 16 years of community service, Brad Rosenberger earned my respect.

I watched many cases come forward that had a huge impact on individuals and Culpeper County. Brad Rosenberger was always prepared, informed and had firsthand knowledge regarding each case. Brad is very conservative, especially with tax payer’s money. He is a successful business man and brings that experience and skill to the table. Brad also has the gift of finding common ground and always votes for what is best for Culpeper. He is committed to building the tax base with clean industry and businesses thereby keeping our personal taxes lower. Brad strongly supports education, fire and safety, and our beautiful rule community. Agriculture is his passion. Do you know how many families a farmer feeds today?

Brad Rosenberger and his family spend endless hours pushing snow keeping emergency routes open and safe for the rest of us to travel. They clear secondary roads and neighborhood roads once that’s done. Believe me, that takes commitment and lots of wear and tear on equipment. Brad strongly supports agriculture and helps Future Farmers by buying livestock they have raised.

You will never hear Brad talk about those services he and family provide. He is a humble man who is glad to always help. Brad Rosenberger has his priorities in order.

Brad’s opponent has spent his entire campaign blasting Brad and making promises he can’t keep. Brad believes in board governance, he practices it and has given speeches in Richmond regarding it. Every decision made at the board of supervisors meeting is a board decision and not one made by one individual who thinks Culpeper needs change or is broken. Especially by an individual who has no local government experience.

Let’s keep Culpeper County one of the best places to live, work and to raise a family. Brad has worked hard for Culpeper, he has been part of that achievement and it’s been a great experience. Let’s keep Culpeper County on the high ground by re-electing Brad Rosenberger.

Endorsement: The Greater Piedmont REALTORS

The Greater Piedmont REALTORS® is pleased to announce its endorsement of Mr. Brad Rosenberger in the upcoming Culpeper County Board of Supervisors elections that will be held on Tuesday, November 7, 2017. Mr. Rosenberger is running for re-election in the Jefferson District.

Mr. Rosenberger has served on the Culpeper County Board of Supervisors for 32 years. He lives on a family farm that has been in operation since the 1800s, making him the 5th generation farmer working the land that now is a significant agriculture operation, which includes a seed business company as well as a trucking company.  As a small business owner, Mr. Rosenberger understands the needs of entrepreneurs. He wants to create additional jobs in the County, and values a high functioning economy for the role it plays in keeping Culpeper County stable and growing. He is concerned about the lack of reliable broadband throughout the County and wants to expand its availability, without competing against the private sector; he believes in Smart Growth; he believes that the Comprehensive Plan must be a fluid document that changes as the County evolves and grows; he wants the County’s village centers to thrive; and he values his role as a steward of County resources. Mr. Rosenberger expressed his desire to continue and enhance his relationship with GPR as a valued business organization in the community.

Through his tenure on the Board, Mr. Rosenberger is a thoughtful and collaborative decision maker who has lead the County toward a position of strength, all while working to maintain its unique character and community charm. It is clear that he loves his hometown.

The GPR endorsement specifically was based on in-depth written surveys that covered a broad range of issues relevant to the housing and real estate industries, the business community in general and the quality of life in Culpeper County and the Piedmont Region. Specific topics included housing opportunity goals and policies; economic growth and economic development; broadband enhancement and expansion; the County’s Comprehensive Plan; land use and zoning; Smart Growth; and County infrastructure needs, along with how best to pay for that infrastructure.

In addition to the written questionnaires, candidates participated in 45-minute individual, personal interviews conducted by GPR’s Public Policy Committee, a highly respected Association all-volunteer Committee that is comprised of well-informed and well-connected REALTOR® professionals who are engaged at all levels of government.

“It is the Association’s distinct pleasure to endorse Brad Rosenberger, a hard-working and supportive candidate for local office,” said Chuck Cornwell, President of the Association. “GPR has very strong relationships with all of our elected officials, and that relationship begins at the time when a candidate first appears before the Committee. Our outreach and advocacy efforts with them lead to more informed decisions being made at the Board of Supervisors level. We provide a resource in the form of data and information that no other organization can generate, and that leads to good public policy outcomes for all of us as residents.”

“The Public Policy Committee takes the matter of interviewing and endorsing candidates very seriously,” stated Committee Chairman Tom Campbell. “Every Committee member has a vested interest in the outcome of these important election endorsements, both as REALTORS® who sell the Piedmont, and as members of the community who live here. They know the issues. They know the people. They know the County. They know that endorsing candidates is perhaps the single most important task that they undertake as a Committee.”

Campbell concluded by adding, “GPR applauds all of the candidates who are running for Council. Their willingness to step up to the plate and serve the public is to be commended.”

Endorsements include campaign contributions from the REALTORS® Political Action Committee (RPAC) of Virginia. Funding and endorsement decisions are based on support of the housing and real estate industries only; political party affiliation is not considered.

We strongly support Brad Rosenberger for another term as Jefferson District supervisor. His in-depth foresight and leadership has and will continue to be a very vital part to the success of Culpeper County in every way.

Brad’s ability to view matters in a level and thorough process is evident in his past record. The balanced big picture approach he has helped bring to the decision making of our county is above any expectations. The board of supervisors must work together to provide continuity and a fair vision for all matters and Brad has truly been an anchor in this concept for many years.

The desire to attract a variety of well balanced and diverse businesses to Culpeper County is very important to him. Our family moved our business to Elkwood as a direct result of Brad’s involvement and commitment to a solid based economic plan.

Culpeper County is a better place with the experience and common-sense approach representation, Brad Rosenberger brings to the board of supervisors.

RE-ELECT BRAD ROSENBERGER FOR COUNTY SUPERVISOR FOR THE JEFFERSON DISTRICT

Normally when an individual has held the same office for thirty-two years and requests my vote to remain in office, my first thought is, “What has this individual accomplished in the last thirty-two years that makes them ask for my support for an additional 4 years?”.

In Brad Rosenberger’s case that is not the question.  The question is, what we would do without the steady hand of common sense, issue awareness and responsiveness to constituents request without Brad?

I have been blessed by having Brad as my representative as a Supervisor in the county government for the last twenty years.  On a number of occasions I, for myself as well as for my neighbors have requested that Brad intervene on my/our behalf for issues such as proper marking of the primary highway, Highway 633 in our area, for the installation of school crossings, stoppage, etc. and the plea for the local post master to allow their carrier to deliver mail into the neighborhood rather than drop main in boxes along a busy highway, the recovery being a high risk endeavor.  In every instance Brad had come through.

I am a retired Sailor who knows nothing about farming except it is essential to the economic growth and maintenance of low taxes in Culpeper.  I do, however, know a large number of farmers.  To the man, each individual questioned has nothing but high praise for Brad.  His knowledge of the farmers issues based on being a 5th generation farmer allows him to represent these individuals and their way of life in such a manner that farming is and continues to be a major component in the economic train of Culpeper county.

Brad is not a politician.  He is a working family man who cares deeply for the health and well-being of his neighbors.   He understands and constantly support the needs of basic education in our school system.  He understands that every student does not need a college education but needs to be prepared for a meaningful job which not only improves their quality of life but adds to the value of our local work force whether he/she is a plummer, carpenter, mechanic or electrician.

The steady hand and common sense approach to decision making by the Board of Supervisors of Culpeper needs the continued presence of Brad Rosenberger.  I strongly appeal to your understanding of the need for such a thoughtful approach to problem solving as exhibited by Brad.  Please cast your ballot for county supervisor for the Jefferson District on November 7, 2017 for the reelection of Brad Rosenberger.

As a former resident of the Jefferson District and a former member of the Culpeper Planning Commission for 21 years, I have known Brad Rosenberger for over 35 years. Since the day I met him I have been honored to call him my friend and neighbor. His character and actions, which I have witnessed, exemplify faith, hope and charity. As a leader in his elected office of Jefferson District supervisor, he has always prided himself on putting the citizens of Culpeper first by ensuring they are treated with integrity and fairness.

It is my assurance that he is undoubtedly the right person to continue in the role of Culpeper supervisor, a calling that he has flawlessly answered for more than 30 years. The citizens and visitors of Culpeper County deserve a supervisor that is as well-founded and benevolent as Brad Rosenberger.

I had the privilege of serving as the Culpeper County Attorney. During that time, I got to know, work for —and with—Supervisor Brad Rosenberger. Brad is honest, hardworking, thoughtful and deliberate in his actions and votes. For the many of you who have been represented by Brad Rosenberger over the years, you already know this.

Brad has played a crucial role in Culpeper County’s success while remaining mindful of his role and duty as steward of the taxpayers. Like you, Brad believes in small government, good governance, low taxes and individual rights.

While Brad has served on the Culpeper County Board of Supervisors, Culpeper County has attracted international and national businesses, increased local employment and fostered the growth of agri-businesses that attract visitors who supplement the local tax base.

But serving on the board of supervisors is not limited to addressing big projects, nor concerns that come up only periodically. Supervisors are implicitly connected to the successful day-to-day operations of the county government, including the deployment and management of key personnel. Brad Rosenberger successfully does both. Possessing business acumen that he developed over decades while operating and growing his family farming operations, Brad brings balance to those decisions that impact county employees—as a group or on an individual basis.

It seems that a day does not pass without hearing that America is at a crossroad. That may be true in some communities, but not in the Jeferson District.

Brad Rosenberger is a respected leader, and he serves his district without thought for personal or political gain or accolades. Brad is independent. Brad is not afraid to stand up for (or up to) others when it is politically unpopular to do so…yet he remains responsive to his constituents and committed to his love for Culpeper County and its citizens.

For these reasons, I enthusiastically endorse Brad Rosenberger’s re-election to the Culpeper County Board of Supervisors.

Brad is a fifth generation family farmer in Jeffersonton.  Brad is dedicated to serving the people of his district and the citizens of Culpeper County.  He and his family have been an important part of the fabric of this County for generations.

If you were born in Culpeper you are familiar with what I am about to say. If you moved here, you did so for any number of reasons, but likely, the main reason is that Culpeper is a special place.Culpeper is special because throughout the years, the citizens of Culpeper voted with particular conviction for candidates whose interests lie in what is good for the county. Candidates who cooperate with each other toward that singular goal of keeping Culpeper the “place that everyone talks about”. That is the chief reason that the county still has a pristine landscape, a bustling economy, low taxes, good schools, and a top-rated downtown like no other.

Brad Rosenberger is a 5th generation farmer who has dedicated himself to keeping agriculture, in its ever-evolving form, a viable part of the overall economy. He is a businessman who understands the implication of taxes on the citizens. He is a father and a grandfather who champions every form of education including vocational training. Brad is totally dedicated to the principles of governance and fully embraces the notion that when the board votes, the act is sacrosanct.

I have known Brad Rosenberger for nearly 20 years and served as an employee of the Culpeper for almost 17 years, 15 as County Administrator. I can’t say that we were always in agreement on every issue but, I can say that he always took the time to listen to my position. During all that time, I observed that in meetings, he was usually the last to speak. When he did speak, he made mention of all the other discussion that took place and presented a clear, reasoned approach as his position. He usually accompanied it with a recollection of history that framed the context in a way that only vast experience can provide.

Brad does what he does because he is passionate about safe-guarding this special place called Culpeper Virginia.

Community Leaders Backing Brad

voteI read with admiration recent letters to the editor by Ms. Barbara Taylor, Mr. Perry Cabot, and Mr. Mike Dale, all endorsing the re-election of Brad Rosenberger to the Board of Supervisors for Culpeper County’s Jefferson District.  For years, these respected community leaders have been very involved in making Culpeper a better place to live and work.  I value their opinions and join them in stating that Brad Rosenberger has been a very effective Supervisor.   Having been a Constitutional Officer serving as Culpeper County Treasurer for 10 years, I had the pleasure of working with Mr. Rosenberger, sometimes daily, on financial and policy issues.  I can assure you that there is no better steward of the taxpayers’ dollars than Supervisor Rosenberger.

Brad is a fiscal conservative and has a good understanding of government accounting and the role of local government.  During his 28 years of service on the Board, he has done a great job of balancing tax revenue with meeting the needs for government services.  For almost three decades, he has faced complicated issues dealing with schools, land development, public safety, fire and rescue, and transportation; and he has always made his decisions based on what is best for the citizens and future of Culpeper County.

I have also known Brad personally for most of his life and have great respect for his commitment to Culpeper County.  A fifth generation farmer, he has done a great job of maintaining our rural nature by preserving agriculture while working to attract businesses to our community to provide tax revenue and employment opportunities.  Brad also understands the value of tourism and its potential for generating revenue and has worked hard to promote our many local attractions.

To ensure that Culpeper County meets the challenges of the future, we need the continued leadership of Supervisor Rosenberger.  I urge the citizens of the Jefferson District to vote to re-elect Brad Rosenberger on November 5th.

The Evidence Speaks for Itself

silhouette-flagAs a personal principle, I have always strived to maintain strict objectivity; and one does not compromise on such things.  It is satisfying; and it always worked in my career in Army, State Department, and Joint Command assignments for 28 years.   Strict objectivity doesn’t mean I don’t take sides on issues; only that I go where the evidence leads me.  It is leading me to break a self-imposed code of silence on partisan matters.

The worlds of military strategy and China, both of which I studied and taught at multiple levels, provide perspectives not available in textbooks to compare different locales.

Wherever the government sent me, I always joined local groups to further their goals, – not mine, or what I thought theirs ought to be.

Twenty years in Culpeper, Ruritan, Germanna Foundation, and Culpeper’s unique alphabet soup – JUMC, JCC, SPCH, and CCC – have provided greater insight into this County and its people than any other place I have lived in the world.  It is a very special place.  I have taken particular interest in its history, which is not simply unique, but a classic key to Virginia and US history.  As an outsider, I can never fully relate, but I appreciate Culpeper for what it is.

scalesUsing my training to research and analyze Culpeper proposals has drawn me to 98% of Board of Supervisor public hearings over the last 12 years, prompted direct interaction with them in over a 100 presentations, and dozens of analytical studies.  My goal has not been power, fame, or fortune, but rather to provide information and documentation that could help my adopted home.  I have not always agreed with the Supervisors’ decisions.  But I respected them, recognizing that their span of knowledge was always greater than mine.

In this process, I have been privileged to meet and work with many genuine Culpeper leaders:  selfless, talented, dedicated.  We have had many good Supervisors.  But in the 20 years I have been studying Culpeper from many angles, I can truthfully say I have never witnessed on that Board a better combination of temperament, judgment, and depth of experience than Brad Rosenberger.  That is what the evidence tells me.

–O. H. Perry Cabot, LTC, USA (Ret.)

Anchors Away! Rosenberger is A-OK

bradscopeAll too often, in modern times, voters are required to select representatives for Local, State or National office from a list of undesirable or unqualified candidates.  Fortunately that is not the case for residents of the Jefferson District County Supervisor contest in this year’s election.  These citizens have a candidate whose qualifications and record of public service make him the ideal representative for his constituents.   Brad has been a member of the County Supervisor team for the last 28 years.  During that time, through good times and bad, the steady hand of Brad along with many of his peers has led the County through periods of unprecedented growth while maintaining an affordable tax base, unparalleled business and job growth, (Recently Culpeper has been identified as the sixth most favorable location in Virginia for Jobs), while constraining growth to mitigate damage to the rural nature of our little paradise in an increasingly troubled world.

Brad is a dedicated family man totally committed to the education of our youth.  He is active in community affairs and the primary spokesman for Agricultural interest in our county.  His record of public service reflects a common sense approach to governing while maintaining a constant commitment to honesty, integrity and fairness.

His gregarious personality allows Brad to work across party lines and negotiate the best solution to the complex problems facing our citizens and community.

I have only been a resident of Culpeper County for 14 years after completing a 40 year career in the U.S. Navy.  Based upon close observation during this period of time I unconditionally and without reservation endorse the candidacy of Brad Rosenberger for Reelection as the County Supervisor of the Jefferson District.

Young Rosenberger Supporters ‘Like’ Brad!

Metallic Facebook LogoSupervisor Brad Rosenberger is no stranger to popularity. He has been re-elected a half dozen times by the public to represent the Jefferson District on the Culpeper County Board of Supervisors, and elected six times by his peers to chair the board itself.

In the business community, he’s won numerous awards from the farming industry and the Chamber of Commerce that recognize his dedication to furthering prosperity for everyone he does a deal with.

He is philanthropically recognized as a leader among the groups he volunteers with—many of which have elected him chairman of their board during his past quarter-century of public service.

Rosenberger cites that the driving force behind his hard work in so many areas is his concern about the future and what he can do to make Culpeper a better place for his, and his constituents’, children and  grandchildren.

facebook-logo-thumbs-up…And it appears the youth of Culpeper is approving of Rosenberger’s 28-year job performance. Just a few days after releasing the web address of his first campaign website (www.reelectbrad.com), fans of Rosenberger have launched his first Facebook page in support of the candidate and his effort to retain his seat on the board.

Rosenberger Pleased with Top 10 Ranking: Best in State for Jobseekers

It is not an accident that Culpeper County has strategically positioned itself as a highly desirable location to locate good paying, clean industry jobs. This has been part of the board of supervisors’ vision and focus for a long time.

gold-6Brad Rosenberger, the incumbent conservative county supervisor for the Jefferson District and six-time past chairman, says he is pleased with the results and of decades of work by the current board members who have “done a pretty darn good job” of balancing the need for a stronger commercial tax base—which includes job growth—against the push for sprawl. Rosenberger says he has vigorously opposed that which negatively affects the quality of life that his constituents have enjoyed for generations, and found solutions that have made Culpeper County an attractive place to locate employment centers without ruining the rural character.

Rosenberger’s opinion is validated by a recent consumer advocacy company that quantifies such community strategies, and ranks their desirability from a jobseeker’s viewpoint.

From the headlines of the Star Exponent:

Culpeper is among the best places in Virginia for job seekers, according to a new list by Nerdwallet, a San Francisco based consumer advocacy web site.   The town and county ranked No. 6 on a recent top 10 compilation that pinpointed Virginia as a leading state for those seeking employment based on its low unemployment rate (5.6 percent), high median incomes and steady population growth.

“Culpeper is the county seat of Culpeper County in northern Virginia, near Shenandoah National Park. Culpeper has a long history stretching back before the Revolutionary War and the town has one of the largest historic districts in Virginia,” the Nerdwallet list said. “Culpeper has seen tremendous growth between 2009 and 2011 with a 15.6 percent population growth. Culpeper also boasts a low unemployment rate of 5.6 percent. Large employers include Culpeper County Public Schools, Culpeper Regional Hospital and County of Culpeper Government.”

With its median income of $53,967, Culpeper scored 68.5 out of 100 in the ranking that put Leesburg first for job seekers. No. 2 on the list was Vienna followed by Herndon, Arlington and Manassas.

The city of Fredericksburg ranked behind Culpeper at No. 7 followed by Alexandria, Chesapeake and Christiansburg.

Culpeper Chamber of Commerce CEO Jim Charapich appreciated the good news.

“It is great to have affirmation that Culpeper is a great place to live, work, and play,” he said. “We are fortunate to have the benefits of a rural countryside and vibrant business community while proximate to Washington, D.C.”                                    Read More…
